Understanding the Current Budgetary Landscape
Congress began markups for individual appropriations bills for Fiscal Year (FY) 2026 in May. With FY25 expiring on September 30, Congress has considerable work remaining before a full budget can be enacted into law.
[Update 09/22/25] With mere days remaining in the fiscal year, we are facing one of two scenarios; first, a continuing resolution (CR) which would maintain the current level of funding for an agreed upon time or a government shutdown. Of the two scenarios, the best outcome for science would be for a CR to be enacted until Congress can agree upon a full budget.
The President’s Proposed Budget
The Trump Administration released its Fiscal Year (FY) 2026 budget proposal on March 30, 2025, outlining tax and spending priorities; it includes commitments to reduce overall federel spending on non-defense discretionary budgets, including basic and biomedical research across all agencies. The cuts proposed are the most dramatic cuts to research proposed by an Administration to date.
